Licensed Software rules in LDDA can not be set "active"
Any body knows why any rule that is under Licensed Software in DTS can not be set as active? However rules from other DTS sections can be set as active from the context menu all right... Any ideas?

My SQL Server installs display the same way. I believe it displays this way because GatherProducts pulls add/remove programs and SQL server displays this same way.
