I would like to set up parent-child linking, so that the parent cannot resolve until all children are resolved. Can someone help?

We have a parent incident with 4 child incidents linked with it. What our requirement is, the parent incident cannot resolve until all the child incidents are resolved.

Is there any possibility ???
