While at Interchange back in May, they had Fuse set up for demonstration. I asked this question specifically and it can be used without Service Desk.
It is a much slicker version of the Desktop Manager app that is in 9.5. You'll be able to advertise software installs and I was told that it will be able to be linked with Process Manager to kick off workflows.
